No, he didn't say that at all. in the Fourth Book of Chaos, he said it in Fubar Unplugged a comedic pamphlet that came out circa 1246, just twelve copies made, all signed by Jasper the Heretic and imprinted with the bloody fingerprint of Peter Mossbross.


And he wasn't talking about Clives. That was all metaphoric. He was talking about people choosing between good and evil and between sugar or lemon.
