I think the leader should be decided by a belching contest in the world's finest opera house. (After all, acoustics are important.) ;D The legislative body should follow Rimbax Rules of Disorder on alternate Tuesdays, except when a supermajority is in attendence. In such a case, any issue should be decided by the toss of a three-sided coin by the nearest left-handed kangaroo.
