I know a lot of the options about are a joke, but a theory similar to Scaroth might not be that far off the mark.

I've gone for splintered in time. My reason? We knew Oswin as a Dalek, and we assumed she died. But what if she didn’t? What if she lived and eventually went insane and became the Dalek Emperor? The one at the Game Station. And then Rose Bad Wolfed her. Rose as Bad Wold said that she caould see everything. All that is, all that was, and all that will be. Knowing everything as The Bad Wolf, Rose knew she couldn’t always be with the Doctor, and she knew that The Emperor, Clara Oswin Oswald, was once good…had once helped the Doctor. So Rose sent Clara to places in time where she could help the Doctor when Rose could no longer be with him. Rose sent Clara throughout Time and Space so the Doctor wouldn’t be alone. She knew the Emperor Dalek had been Oswin Oswald, and that she had been good and had helped The Doctor, and wanted to both help The Doctor and give the girl a second chance. Rose isn't Clara's mother…but she IS responsible for her creation, which is why we are being given so many hints back to Rose. The Rose and Crowm pub, a Rose in Clara's hair and a bunch of roses by the bed. The Tenth Doctor told Jack Harkness that he was impossible because of what Rose did to him as the Bad Wolf. The Eleventh Doctor keeps referring to Clara Oswin Oswald as not being possible. Additionally, the TARDIS has something against both Jack and Clara. There's also the date on the headstone of Clara’s mother, 5th March 2005, which was the same day that Rose met the Doctor. Now in last nights episode, Cold War, we get a lot of singing of Hungry like a wolf. A reference to Bad Wolf? Of course, I am probably talking crap and to be honest, this is not all my own theory but I believe it may have some truth to it. Possibly.

Much more thoughtful theory than anyone else.
And given Moffat's twisted mind, and the possibility that Rose and Clara might meet in the Anniversary episode, you may be closer than you realise.
Your Bad Wolf theory also gives them an excuse to reuse some Eccleston footage in the same way they used Tom Baker footage in "The Five Doctors".

When it's laid out like that, yes, it sort of makes perfect sense. I've been following the theory and when Hungry like the wolf was featured last week I thought that the theory may have some truth about it.
Here's something else to throw into the mix.
The name, Oswin, means "God's friend". Didn't the insane Emporer Dalek refer to himself as a God?
I just want to reiterate that this theory is not my own and merely one I feel has substance. I caused confusion on another forum where someone felt i might have been trying to claim it as my own.
