Initially, I expect she'll be astounded, as nothing in her experiences with him gave her any reason to expect a regeneration. She might even be angry with him for not telling her.

it may be disbeleife like Polly and Ben, which it probably should be, as most other companions seemed to take it in their stride.
what would our reactions be if we saw someone change their whole physical appearance in front of us?

I think her reaction to the new Doctor will take a while, with some elements of it being spread over the second series. I think there might be some:
"He wouldn't have done that."
"Well I'm not him alright?"
I must admit I'm slightly more interested in the new Doctor's reaction to Jackie and Mickey, which will probably confuse Rose even more.
